A Complete Guide to Assessment Validation and Validating Assessments
RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.
Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.
As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
The standards specify that two types of validation need to be performed.
The initial type of assessment validation ensures compliance with the training package assessment requirements within your RTO's scope.
The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.
This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.
Breaking Down the Two Types of Assessment Validation
Assessment Validation Explained
As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
On the other side, post-assessment validation pertains to the implementation, requiring Registered Training Organisations to adhere to the Principles of Assessment and Rules of Evidence.
For this piece, our emphasis will be on assessment tool validation.
Guidelines for Conducting Assessment Tool Validation
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
Timing of Assessment Tool Validation
The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- resources are updated by you
- adding new training products on scope
- course gets reviewed against training product updates
- learning resources are identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based regulatory approach means RTOs should conduct regular risk assessments. Complaints from students about learning resources are a prime opportunity for assessment tool validation.

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.
Necessary Resources for Assessment Tool Validation
Course Materials
Given that you are conducting assessment tool validation, you will need the full array of your learning resources:
Mapping tool – the primary document to check. It reveals which assessment items align with unit requirements, expediting validation.
Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Panel of Validators
Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.
As a whole, your validation panel must have:
Vocational competencies and current industry skills that relate to the unit being validated
Up-to-date knowledge and skills in vocational teaching and learning
Any one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its replacement
Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.
It is advisable to use a more detailed template to inspect each unit requirement and its corresponding assessment items. Below is an example:

Assessment Basic Principles
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?
Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?
Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Evidence Core Rules
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool verifying that the work belongs to the candidate?
Currency – Are the assessment tools based on current units of competency and modern industry practices?
Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.
To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:
Practice Your Teachings
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
changing diapers
prepare bottles, bottle feed infants, and clean equipment
prepare solids and feed babies
appropriately respond to baby get more info signs and cues
prepare and settle babies for rest
monitor and support age-appropriate physical exploration and gross motor skills
Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.
Entire or Not Competent
Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Provide More Detail
Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What sort of information can be included in a work package?
Possible answers may include:
Necessary materials
Pertinent costs
Time assigned for activities
Appointed duties and responsibilities
If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.
This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Identify a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Possible answers may include, but are not limited to:
Weather conditions – isolation of work area, engineering, PPE
Work area and ground conditions – elimination, isolation, engineering controls
People – isolation, engineering controls, administrative controls
Structural hazards – substitution, isolation, engineering
Chemical hazards – isolating, use of engineering controls, administrative controls
Equipment or machinery – isolation, engineering, administrative controls
Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” However, such guarantees require you to wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant approach.
